In the NES version, it cannot be purchased anywhere, but has a 1⁄256 chance of being dropped by Armful and a 1⁄128 chance of being dropped by One-man army. The sword can be sold for 11,250 gold.

The Blizzard blade is made by tempering the Frost sword with 8 Monsterbone, 3 Iron Ore, and 3 Ice Crystal. This sword also teaches the Hero the Tundra Sunderer Master Stroke. It can be tempered into a Wrath of Boreas.
