In remake versions of the game, Freezing Blizzard can be used by [[Baramonster]], [[Metal chimaera]], [[Zoma]], and [[Xenlon]] and deals 100~139 damage to the entire {{Party 3}}. Although the game's text states that [[C-c-cold Breath]] is being used, it is actually Freezing Blizzard.

In the [[Nintendo DS]] and smartphone versions of the game, Freezing Blizzard is learned by [[Shelley]] at Level 35. In the original {{Super Famicom}} game, {{Dreamaera R}} learns the ability at Level 30. Other characters can obtain this technique by advancing to rank 6 of the {{Dragon V}} {{vocation}}. It can be used by [[Aggrosculpture]], [[Demon overlord]], [[Dreadstaff]], [[Pudgedevil]], [[Mortamor]]'s final form, and [[Hammer (Slime)|Hammer]].

Freezing Blizzard can be learned by mastering the [[Seasaur (vocation)|Seasaur]] vocation or by reaching rank 5 as a [[Galumph (vocation)|Galumph]] or rank 4 as an [[Ersatz Estark (vocation)|Ersatz Estark]]. On the enemy side, it can be used by [[Black book]], [[Ersatz Estark]], [[Fright knight]], [[Grotwyrm]], [[Night knight]], [[Master moosifer]], [[Seasaur]], [[Hybris]], and [[Orgodemir]]'s second form in Disc 1, and his first form in the final battle.

Freezing Blizzard can be used by [[Lord of the Dragovians_#Ultimate dragon|Ultimate dragon]], [[Hellspawn]], [[Leopold]], [[Rhapthorne]] in both of his forms, and [[Silhouette]]. The Ultimate dragon will often raise his [[tension]] before using it on the {{Party 8}}. {{Munchie}} can also use Freezing Blizzard after eating {{Cold cheese}}.

Freezing Blizzard can be used by [[Aggrosculpture]]s, [[Cumulus hex]]es, [[Drastic drackal]]s, [[Firn fiend]]s, [[Fright knight]]s, [[Corvus]]'s second form, [[Nodoph]], and [[Orgodemir]] from Levels 1-40. It deals 60~89 ice damage to the entire {{Party 9}}.

Freezing Blizzard can be learned by [[Imp]] as a {{MFamilies}} companion with the Ice Breath Knowledge skill tree for 7 skill points, inflicting 60~90 ice damage for 7 {{MP}}.

Freezing Blizzard can be used by [[Metal dragon slime]]s. It deals around 80 damage to the entire {{Party 11}}.

Freezing Blizzard can be learned by [[Trap box]] at Level 22, [[Boreal serpent]] at Level 42, and [[Dragon slime]] at Level 46. It costs 57 {{MP}} to use and inflicts moderate [[Crack]]-type breath damage to any enemies in a straight line of three squares in front of the user. The skill was originally named '''Frigid Blizzard''' at the game's start, but was changed to Freezing Blizzard after the Version 2.0 update.
