The town of Dialac was previously a very lively city which had people, but after the very unfortunate accident, all of the people turned into stone.
The town of Dialic was built upon a battlefield. A stone monument can be found in the center of the village. There are a couple of underground passages that were found by a young boy, Joseph. The town was a poor one that suffered horrible drought year after year, making it near impossible to grow crops. Every so often, a member of the village would have to buy provisions for the entire town. Once a year, the entire village would come together and pray for rain.  


The town itself did not have many rain showers per year, making it difficult to find food, and other necessities for living. There was once a soldier who travelled to other places to gather the town's supplies. While he was away, the town was suddenly drenched with an unusual rainstorm that turned people into stone, making the city a village of statues.
Fifty years before the party arrived, one villager, Clayman, had volunteered to take up the journey to buy provisions for the village. Millie, his wife, warned him that the monsters have become more fierce. But he reminds her that he has to go and get the supplies because he's the only one who knows how to fight. He leaves to begin his journey, telling her that when he returns, they will announce to the villagers their marriage. With a final embrace, Clayman departs from Dialac.


The soldier was lucky to have avoided the rain, but he fears it is the end of Dialac, because he is the only survivor, and he is already old, nearing death. He then gives the party a liquid called 'Angeltear'. They eventually used the Angeltear to make a city a lot livelier by shoving off the gloomy skies.  
Meanwhile, Joseph, a young boy, is exploring the town and finds another underground passage. He marks a landmark on an adjoining wall.


A young boy, curious of the appearance of light, then climbed out of hiding underneath the ground. He explained that he decided to make a secret base. On the day of the unusual rains, he was in his underground base, making him safe from the effects of the following years. He then promised to give life back to Dialac.
As the villagers prayed for rain, something happened. A muddy rain fell from the sky. All of the people caught in the rain were turned to stone.
 
Clayman, who was returning to the village at the same time, avoided the rain. Finding the townspeople turned to stone, he sets out to find a cure for the gray rain. He found such a cure called the AngelTear. However, the statues were severely eroded by the elements. As such, using the AngelTear would have no effect on the people. Understanding this, he stays in Dialic, waiting for death to come to him as well.
 
The party arrives to see a bunch of human-like statues in the open fields. They are eroded to the point where they do not look like humans anymore. Clayman tells them that they are actually humans that have been turned to stone. He tells them to leave as there is no way to return them to normal.
 
The party spends the night at the inn. The [[Hero (Dragon Quest VII)|Hero]] sees the statues glowing. Through their glowing, the villagers tell the story of the village up to the point where the Gray Rain fell. The Hero learns of Joseph's secret passage and the next morning, the party sets out to find it. Under a withered tree, a staircase is found. Traversing the secret passage, the party find themselves on top of the stone monument. They use the AngelTear. With the effects spreading, a staircase is revealed.
 
A young boy, curious of the appearance of light, then climbs out of hiding underneath the ground. Though he was caught in the Grey Rain, he hid underground, which protected him against the elements. The party takes Joseph to the old man. Clayman recognizes Joseph and is overjoyed to see one survivor of that day fifty years ago. The two decide to travel together to warn towns about the mysterious Grey Rain.

The town in the present was now nothing but a grassfield. The stone monument in the center of the city was still there, though. An old man in front of the stone monument asks the party to help make his wish, that the grassfield can grow and become a city, come true. Eventually, the hero and his party can meet different people in the world and ask them to stay here to make the city more successful.

This town will become the Immigrant Town. Throughout the game, the party can tell people about the town. However, the more immigrants the player has in their town, the harder it becomes to find more immigrants. Depending on who they tell, the town will evolve and become one of five towns.

The town will hold the best equipments and items in the game, depending on the town.
 
After five immigrants enter move in, Sim will allow the player to name the town. This will be the town's name from hereon.
 
After twenty or more immigrants move in, Sim will give the player the option of Town Management. The player can see who is in the Immigrant town, trade immigrants using two memory cards and another Dragon Quest save file, and remove immigrants from the town. However, if there are only twenty immigrants in the town, Sim will tell the player that no one wants to leave. The town management option is useful in helping to define what type of town the player wants.
 
After 35 immigrants move in, the town turns into one of the five towns mentioned above, depending on the type of immigrants.
