He can be faced in Chapter 3, Episode 4: Gracos Appears of the event quests, as well as a boss in Free the Phantom Realm! where he must be defeated, along with the other three Dread Fiends to face Mortamor. Gracos eventually appeared on his own banner alongside Maulrus as part of the 1-Year Wrap Party post-anniversary event.

Etymology

Gracos is a transliteration of Glaucus--one of the half-human sons of the god Poseidon. He is a patron of sailors whose story is detailed in Ovid's Metamorphosis.
