The sap pellet is a projectile that allows a catapult-user strip the target of it's durability for a short while.

The recipe for the ammo is sold at the Lake Swishmelt Station shop on The Hinterquarters. Axel cannot sell this ammo as with the other types, but he can mass produce the sap pellet ten units at a time with three princely powder, three unfungi, and two orange gems.
