The Sands of Time is a reward for completing the T'n'T board at Nadiria. (DS Version only)
In the Super Famicom Version, it can be found in the town of Precaria (ジャハンナ) in a Treasure chest guarded by a Merry man outside the eastern wall.

You can obtain the Sands of Time by showing 50 Mini medals to the King at Medford Manor.
