The Winter Palace is an icy castle in the northwestern part of Faerie Lea in Dragon Quest V: Hand of the Heavenly Bride.
This was where Dwight had taken the Herald of Spring after being tricked by the Winter Queen.
After the events here, the palace melted during spring, and a Treasures n' Trapdoors board was build in its place, but only in the versions following the Super Famicom.
