The Shadow minister is a recurring monster in the Dragon Quest series, first appearing in Dragon Quest XI. It is a treacherous undead priest that serves the underworld.

Characteristics

Shadow ministers are zombified priests of hell whose flesh and bones have wasted away, revealing a skull with sunken, glowing eyes and teeth that have fallen out. Their robes are tattered and frayed in many places and they wear a torn blue cape with teal lining around their necks. On their heads, they wear a tall red and gold mitre denoting them as former members of the clergy. They wear rings on their bony right hands and support themselves with a tall bronze staff topped with a jade green orb. The former clerics have retained their healing magic to support their fellow monsters and can use the staves they carry to seal away the magic of their enemies, which they have a chance to drop after battle. The ministers will also call for help from its fellow undead to aid it.
