The Cyclown is a recurring monster in the Dragon Quest series, debuting in Dragon Quest IV.
It is a blue, humanish Elemental whose lower body is perpetually wrapped in a swirling whirlwind.
Characteristics
Cyclowns are blue humanoid creatures with cartoonish faces and two antennae on top of their heads. Their most notable feature is the cyclone that they ride around on, which completely obscures their lower body. They are elemental spirits associated with wind and they attack their foes with sharp, cutting gales. When a Cyclown is defeated in IX, their whirlwind will disappear, revealing that their lower bodies are scrawny.

Etymology
The cyclown's original Japanese name is kamaitachi, a yōkai (supernatural creature) from Japanese mythology. It is a mischievous creature, sometimes interpreted as a weasel, that rides on dust devils and is known to cut people with their sickle-like nails. The kamaitachi make frequent appearances in Japanese media, including anime, manga, and video games, and they often possess wind manipulation abilities.
